ROLE PURPOSE

The Commercial Manager will lead all commercial, contractual, and cost management activities on behalf of Fractera's client (the Developer) for the construction of a new data center in Frankfurt. Working alongside the PMC Project Lead, you will protect the client's commercial interests from contract award through to final account, ensuring full cost visibility and control at all times. A Quantity Surveying background is essential.

KEY RESPONSIBILITIES

Cost Management & Reporting

• Own and maintain the project cost report, updated monthly, showing budget, committed costs, forecast final cost, and variance
• Manage the Cost Breakdown Structure (CBS) and ensure all expenditure is tracked against approved budget lines
• Produce monthly cost reports for the developer with clear narrative on forecast, trends, and risks
• Manage cash flow forecasting and expenditure phasing across the project lifecycle

Contract Administration

• Administer main construction contracts (GC, MEP, specialist packages) under German law / applicable standard forms
• Review, assess, and certify contractor payment applications on behalf of the developer
• Manage the variations / change order process: review entitlement, assess quantum, negotiate settlements
• Maintain the Change Management Log and ensure all changes are approved before instruction
• Manage contractual correspondence and ensure notices are issued strictly in accordance with contract terms

Procurement Support

• Support the procurement strategy and tender process for all construction packages
• Prepare tender cost estimates and benchmarks for developer approval
• Lead commercial evaluation of tenders and produce evaluation reports with recommendations
• Review and mark up contract terms prior to award

Risk & Value Management

• Identify and quantify commercial risks; maintain the commercial risk register
• Lead value engineering workshops and track approved savings
• Manage contingency drawdown and ensure developer approval for all releases
• Support final account negotiations to achieve timely and fair settlement

REQUIRED QUALIFICATIONS & EXPERIENCE

• Degree in Quantity Surveying, Commercial Management, or equivalent
• MRICS qualified (or working towards chartership) strongly preferred
• Minimum 7 years post-qualification experience in construction commercial management
• Proven experience on data center, mission-critical, or complex MEP-intensive projects
• Strong knowledge of German construction contracts (VOB) and/or NEC/FIDIC
• Experience managing multi-package procurement on projects exceeding €50M
• Fluency in English required; German language skills a significant advantage
