As JSM continues to expand its presence in Germany and across Europe, we are looking for an experienced Senior Bid Manager to play a key role in developing our tender pipeline, strengthening our supply chain and supporting our continued growth.

THE TEAM

Our Tender and Commercial teams play a critical role in identifying and securing new opportunities for JSM.

As Senior Bid Manager, you will work closely with our Tender Director, UK Tender Manager, Commercial, Technical and Delivery teams, acting as a key interface between clients and our UK tender organisation.

You will also help establish and strengthen the connection between our UK and German/European operations, supporting the development of tender management processes and a strong subcontractor and supply chain network.

SCOPE OF ROLE

As Senior Bid Manager – Germany & EU, you will own and coordinate the end-to-end bid process across civil engineering, utilities and infrastructure opportunities.

Reporting to the Tender Director, you will lead bid strategy, develop compelling win themes and coordinate the production of compliant, high-quality tender submissions.

You will act as the key interface between the client and the UK tender team, working closely with the UK Tender Manager to coordinate technical, commercial and delivery input across the organisation.

Alongside bid management, you will play an important role in strengthening JSM's procurement base, developing subcontractor relationships and establishing effective tender management processes between the UK and Germany/EU.

What You'll Be Doing

Bid Management & Strategy

  • Own the end-to-end bid process from opportunity qualification and go/no-go decisions through to submission and contract award.
  • Lead bid strategy and develop compelling win themes and value propositions.
  • Identify key client requirements, differentiators, risks and opportunities.
  • Coordinate the production of compliant and commercially compelling bid submissions.
  • Ensure all bid activity meets agreed deadlines, governance requirements and quality standards.
  • Support post-tender clarifications, negotiations, client presentations and contract handover.

Tender Submissions & Quality Control

  • Produce and quality-control PQQs, ITTs and full tender submissions.
  • Coordinate method statements, pricing information, technical responses and compliance schedules.
  • Work closely with technical, commercial and delivery teams to gather and integrate relevant input.
  • Ensure submissions clearly demonstrate JSM's capabilities, experience and value proposition.
  • Maintain and continuously improve bid templates, content libraries and supporting materials.

Client & Stakeholder Management

  • Act as a key interface between clients and the JSM UK tender team.
  • Build and maintain relationships with clients and framework organisations ahead of tender opportunities.
  • Work closely with the UK Tender Manager to coordinate input from commercial, technical and delivery colleagues.
  • Engage confidently with senior leadership, site teams, technical specialists and external stakeholders.
  • Support client presentations, clarification meetings and tender negotiations.

Bid Pipeline & Reporting

  • Own and maintain the bid pipeline.
  • Track opportunities, qualification status, deadlines, submission requirements and outcomes.
  • Provide regular pipeline and performance reporting to the leadership team.
  • Monitor win/loss rates and identify trends and opportunities for improvement.
  • Support leadership decision-making through accurate and timely bid reporting.

Supply Chain & Procurement

  • Identify and build a network of suitable subcontractors and supply chain partners.
  • Develop relationships with subcontractors ahead of and during tender processes.
  • Support procurement strategy and strengthen JSM's supply chain capability.
  • Identify supply chain opportunities and risks within upcoming bids.
  • Build a strong network of partners across Germany, the UK and wider Europe.

UK & DE/EU Tender Development

  • Help develop and implement effective tender management processes across the UK and Germany/EU.
  • Support alignment between UK tender processes and the requirements of the German and wider European markets.
  • Identify opportunities to improve collaboration, consistency and efficiency across teams.
  • Contribute to building JSM's tender capability as the European business continues to grow.

What It Takes

Essential Experience

  • 5+ years' experience in bid or proposal management, ideally within construction, infrastructure, utilities or engineering.
  • Proven track record of leading and winning bids for major frameworks or high-value contracts.
  • Strong technical and commercial writing skills, with the ability to turn complex input into compelling and compliant submissions.
  • Experience managing multiple live bids and working effectively to tight deadlines.
  • Experience acting as a client-facing interface and coordinating cross-functional teams.
  • Strong stakeholder management skills across technical, commercial, operational and senior leadership levels.
  • Experience identifying and developing subcontractor or supply chain networks.
  • Strong understanding of bid governance, tender processes and commercial requirements.
  • Experience working across multiple teams, functions or geographical markets.
  • Proficient in Microsoft Office and bid management / CRM tools.

Desirable Experience

  • Experience working across UK and German / European tender environments.
  • Experience within civil engineering, utilities, power or infrastructure.
  • Knowledge of NEC and JCT contracts.
  • Experience with public sector procurement routes, including:
    • PQQ
    • ITT
    • Find a Tender
  • Experience supporting major infrastructure frameworks.
  • Procurement or supply chain experience.
  • Experience within high-voltage power, grid connections, utilities, data centres or other complex infrastructure sectors.
