ABOUT FRACTERA

Fractera is a specialist Project Management Consultancy (PMC) dedicated exclusively to critical facilities delivery. Based in Frankfurt am Main, we act as the owner's representative for developers and investors delivering hyperscale and mission-critical data center infrastructure across Europe. We are looking for a hands-on, highly experienced Site Construction Manager to join our project team in Frankfurt.

ROLE PURPOSE

The Site Construction Manager will be Fractera's eyes and ears on site, providing full-time construction oversight on behalf of the developer. You will manage the day-to-day interface with the main contractor and all subcontractors, ensuring the works are executed on programme, to specification, and to the highest quality standards. This is a hands-on, site-based role requiring significant data center or mission-critical construction experience.

KEY RESPONSIBILITIES

Daily Site Management & Oversight

• Provide full-time PMC presence on site throughout the construction and commissioning phases
• Chair and minute weekly site progress meetings with the main contractor and subcontractors
• Monitor and report on contractor and subcontractor performance against programme and quality standards
• Review and approve the contractor's 4-week lookahead programme; escalate delays immediately
• Manage site access, logistics, and sequencing to minimise programme risk
• Inspect all works in progress and ensure compliance with approved drawings, specifications, and standards

Quality Management

• Review and accept contractor ITPs (Inspection & Test Plans) prior to commencement of works
• Witness hold points and witness points as defined in the ITP
• Issue and manage Non-Conformance Reports (NCRs); track resolution to close-out
• Review material submittals and shop drawings for compliance before approval
• Manage the snagging and defects process through to practical completion

Programme & Progress Monitoring

• Monitor actual progress against baseline programme daily; identify and flag any slippage
• Coordinate with the Construction Scheduler on programme updates and recovery plans
• Manage the critical path for structural, envelope, and MEP works
• Ensure long-lead equipment deliveries are tracked and site is ready for installation

Stakeholder & Interface Management

• Act as primary PMC point of contact on site for contractor, subcontractors, and third parties
• Manage interfaces between civil/structural, MEP, and fit-out contractors
• Liaise with commissioning teams to ensure construction activities are commissioning-ready
• Coordinate with the HSE Manager on all safety matters and stop unsafe works without hesitation
• Report daily/weekly to the PMC Project Lead on site status, issues, and risks

REQUIRED QUALIFICATIONS & EXPERIENCE

• Degree or HND in Civil Engineering, Construction Management, or equivalent
• Minimum 10 years of construction site management experience
• Minimum 3 years direct experience on data center or mission-critical infrastructure projects
• Proven track record managing contractors on projects of €30M+ value
• Deep knowledge of MEP systems as installed in data centers (power, cooling, fire, BMS)
• Experience of German construction regulatory requirements (Bauordnung, DGUV, etc.)
• Relevant professional membership (e.g. CIOB, ICE, or equivalent)
• Fluency in English required; German language skills strongly preferred
